What Is a Historical REC (HREC)?

September 2026  ·  4 min read

A Historical Recognized Environmental Condition, or HREC, is a REC that has been addressed to the satisfaction of the applicable regulatory authority, with no controls, restrictions, or monitoring obligations remaining. It's the cleanest possible resolution category: the issue existed, it was fully resolved, and nothing about the closure limits how the property can be used going forward.

  • HREC versus CREC
  • Both start the same way, a past release that once qualified as a REC. The difference is what's left behind. A CREC carries forward engineering or institutional controls; an HREC does not. Distinguishing the two requires looking at the actual closure documentation from the regulatory agency, not just the fact that a case is "closed," since agencies use both outcomes under the same general umbrella of resolved cases.
  • Why today's property doesn't tell the whole story
  • A site can look completely unremarkable today and still have a documented environmental history. That's exactly what historical evidence is for: reconstructing what a property and its surroundings looked like before the current use, using sources like historical aerial photography, Sanborn fire insurance maps, city directories, and topographic records.
  • Why comparing multiple dates matters
  • A single historical image tells you one moment. A timeline built from several dates can show when structures were built or removed, when a use changed (a gas station becoming a parking lot, for example), and how the surrounding area developed. That pattern is more informative, and more defensible, than a single snapshot.
  • USGS historical topographic resources
  • The USGS Historical Topographic Map Collection includes maps published from 1884 through 2006, making it one of the most useful long-term sources for understanding a property's land use history well before most regulatory databases begin.
  • The practical benefit
  • Even a fully resolved HREC is useful context, since it tells you what a property has already been through and confirms there are no lingering restrictions to plan around. Geoscope's Historical References Package compiles this kind of evidence into one property-specific timeline, so the history is visible before you need to ask a regulator or a consultant to reconstruct it for you.
